The purpose of the Trading & Supply (T&S) business in Shell Downstream is to maximize sustained value creation across commodity markets to support Downstream with meeting its objectives of material cash generation and a high return on capital.

Commercial Operations provides commercial operational support to Shell Trading and Supply. Blenders, Cargo, barge and scheduling operators are involved throughout the life of the deal providing support, actual implementation and coordination of all aspects of the deal be it with counter parties (trading) or within Shell (supply). The commercial operations team are a close partner to the trading teams and they work hand in hand to maximize value from deals by optimizing the supply chain across the deal, minimizing product giveaway and ensuring contract obligations are carried out efficiently and professionally.

T&S BIAM is accountable for the T&S Commercial Operations and TS cross business process enhancement and risk mitigating control enhancements. This team will centrally help with enhancing and further automating current business processes and controls for cross business processes and controls. One additional process and controls focus area the T&S BIAM is accountable for is Trading Operations process and controls.

Next to this significant transformational agenda, the T&S BIAM is accountable for enhancing Customer Integration & Commercial Insights, ISM, SBO, Business Continuity and Commercial Operations Counterparty Onboarding.

What’s the role?

The T&S Business Risk Manager will support the business specific risk remediation pipeline in close corporation with the LoD2 policy holders and Risk Type Advisors.

The business aligned T&S Business Risk Manager will be initially focused on supporting the rollout of the Risk Management Approach, working closely with the LoD2 functions, the BIAM Network and the Risk Task Force. He/she will drive the new risk management processes once embedded into the business and ongoingly support raising the risk culture for the business.


Provides business risk management expertise focusing on enhancing the control improvements and working closely with the commercial business teams.

Provides expertise and capability to support the business with risk management activities.

Manages a team accountable for risk management activity, including RCSAs, Indecent Management & Reporting, control testing, controls remediation and controls assurance activities to assure business coherence.

Creates central business specific risk management expertise and acts as the central point of risk management for the business.

Enables roll out of new/ updated policies from LoD2 to LoD1. Provides input to actively shape LoD2 policies and procedures.

Supports improvement activities run by the business and the horizontally aligned Risk Task Force across various data and technology initiatives.

Supports effective change management and capability building (in partnership with HR) to drive embedding of risk management model across the organization


Report to T&S Global Commercial Operations Assurance and Innovation manager

Manage the team that runs risk management activities for commercial operations (guided by expertise from a team of LoD2 SMEs). This includes designing and implementing business specific controls, which will be supported by business process & controls experts and implementing cross T&S processes and controls.

Risk Management and Control improvements, aligned with the overall T&S prioritization agenda.

Maintain business specific risk and controls profile and support cross business lessons learned to cross fertilise best practice.

Implement new Risk Management processes in accordance with the rollout of the Risk Management Approach (RMA) and in corporation with the LoD2, Change and Engage and the T&S Process and Controls team.

Implement business risk adequate controls metrics and risk key performance indicators.

Help to inform the risk management tool enhancements, that will be deployed cross business.

Work with LoD2 Risk Type Advisers (RTAs) to complete a comprehensive and holistic Risk & Control Self Assessments (RCSA), including the analysis of existing T&S business risk and controls to determine the risk profile outside the business risk appetite.

Work with LoD2 to develop or enhance monitoring of the design and operating effectiveness of the key controls across the Business. Monitoring will include reviewing key indicators, testing and conducting thematic reviews.

Support the BIAM with managing and escalating incidents associated reporting and governance requirements.

Support the BIAM in corporation with the Risk Type Advisor in providing remediation recommendations and prioritisation and providing risk feedback for TSLT updates.

Work with Operational Risk and Compliance to identify new regulatory risks / emerging operational risks and manage integration of regulatory controls and monitoring into the overall risk monitoring plan.

Manage and support business specific controls assurance activities, internal and external Audits and external regulators, where required.

In supporting the BIAM, manage, monitor and report progress of remedial actions for issues identified.

Supports improvement activities run by the business to further automate/digitalize risk management across T&S.

What we need from you?

Significant experience in leading risk management activities for a business (including compliance and operational risk). Key risk management activities:

Risk & Control Self Assessments (RCSA),

Incident Management and Incident Reporting

Process and Controls Management

Significant experience in the Oil & Gas industry, with a preference for specific business knowledge

Should have a good understanding of the purpose of T&S, customer requirements, competitor positions, regulatory constraints, trading strategies and the mechanics of trading. Including a sound understanding of the commodity value-chains (supply chain management/ operations / economics / contracting): both upstream and downstream of the business.

Clear understanding of the “three lines of defence” model and segregation of duties for each LOD.

Excellent leadership, communication, stakeholder management and engagement skills.

Excellent analytical skills and strong strategic problem-solving skills.

Demonstrated ability to drive change/business improvements

Frontline commercial experience is preferred.
