What’s the role?

The Staff Control Systems Engineer – Projects will be the Instrumentation & Process Control Technical Assurance and discipline lead for Control Systems and Instrumentation in the Engineering Services and Support Organization. The Projects Control Systems Engineer serves as the primary Instrumentation & Process Control contact for all Shell Deer Park Refinery Projects with primary directive to maximize the value in the front-end by defining the right, optimized scope and further to assure the quality of the engineering and construction deliverables during execution to deliver overall value to the Production Units. 

This role provides technical assurance for all project phases which includes design, engineering, procurement, fabrication, construction, commissioning, startup, and closeout.  This is accomplished through the personal application of technical skill and knowledge and through the coordination and involvement of the appropriate technical resources.  This role also provides detailed design input of required standards, specifications and materials of construction, and will further include review, comment and overview of the detail design provided by others.  Further expectations include specifying required QA/QC hold points and inspections, and to provide review, comment and overview of vendor, fabricator, and constructor quality control programs.

The role will be accountable of the following –


Drive application of the Management of Change (MOC) work process for Projects and provide challenge and leadership to ensure asset integrity and process safety risks are being managed. Contribute to Safety Environmental Operability Reviews (SEOR) and pre-start-up safety reviews (PSSR), as required Manage all assigned MOC and PSSR action items. 

Scope Development & Assurance: 

Leverage Site knowledge and discipline expertise along with relationships with Production Team technical resources to identify and drive the right scope to maximize the overall value of the opportunity through the selected concept at end of Select. Represent the Project Team as Instrumentation & Process Control owner by assuring the quality and efficiency of the Engineering and Field service providers through all phases of the Project Process:  Concept Development, Feasibility, all FED phases, final AFE development, detailed engineering & procurement, construction, commissioning and start-up. Develop a thorough understanding of the projects (equipment, design, and specifications).  Identify training needed to support the ongoing project or long-term support of equipment and systems for handover to the Production Team (Engineers, Inspectors, and Craft). Work in a multi-disciplinary team and interface with other functions to deliver a fit to purpose control systems and instrumentation design for assigned projects.Provide oversight of technical work and project deliverables by engineering contractors.  Approve packages for construction.  Ensure compliance with Shell/Deer Park standards/specsWork with Asset Business Development team to evaluate new projects and assist the Project Engineer in finalizing the CSE and instrumentation scope.Champion technological innovation in CSE and Instrumentation at the Deer Park site. Participate in technical forumsDevelop SIS deliverable documents such as narratives, cause-effect diagrams, overview drawings and test procedures.  Participate in SIFPro studies that form the SIS basis of designWork with the Instrument Specialist to develop the instrumentation scope for the project.  Oversee the process of selecting, specifying and procuring instrumentation and related equipment.Participate in factory acceptance tests of Instrumented Protective Function, SIS hardware/systems, and distributive control systems. Represent the discipline at Project Team Meetings and drive assigned actions items and clarifications. Actively share and replicate best practicesPromote consistency, standardization and continuous improvement across projects

Operations and Maintenance Support: 

Align with Production Area priorities, work plans, procedures and goals, and how they fit with overall site plans, strategies, and tactics. Maintain communication and engagement with the Production Teams (Inst Engineers and Process Control Engineers). Provide support to Production Teams on project issues and help with training and mentoring. Communicate and engage on Shell, industry, and local standards and requirements. 


Individual contributor delivering Instrumentation & Process Control front-end scope and assurance for 15-20 projects at a time that may include low complexity projects. The Instrumentation & Process Control (I&PC) Projects Team is part of the Engineering Services / Support Department. The primary internal interfaces are the Project Engineering, Other Discipline Engineering, Production support team and Maintenance & Turnaround organization. 

Key Challenges: 

Deer Park is amongst the largest Sites in Shell in terms of complexity of I&E assets which have a big impact on Site safety & integrity, reliability, profitability, and cost when factoring equipment obsolescence, the variety of equipment and systems, number of pieces of equipment, anticipated 3-5 year asset care spend, and elevated skillset needed to manage critical tasks with brownfield assets to ensure safe & stable operations of the Plant. 

Skills & Requirements

What we need from you –

Must have legal authorization to work in the US on a full-time basis for anyone other than current employer.BS in Electrical, Chemical or Instrumentation Engineering highly desirable.At least ten (10) years related experience in production and/or project experienceExperience in Control Systems field support with heavy emphasis on instrumentation technology.  Experience in a manufacturing or technical support environment. Supervisory or leadership skills for managing engineering and construction contractor interfaces. Skill with Instrumentation & Process Control related engineering standards, guides, drawings and specifications including Process Safety requirements and local requirements. Skilled in application of the Shell Discipline Control and Assurance Framework or other technical assurance framework such as Management of ChangeMeets the HSE accountabilities/competencies for a Senior CSE. Skilled in application of instruments, control theory and maintenance practices. Have experience or exposure to complex Instrumentation & Process Control scope heavy projects.Broad Control System experience in Select and Define phases of projects.Commissioning and start-up experience are a plus. Experience in loops/logic configuration in Honeywell TDC/Experion and DeltaV DCS is preferredHave excellent interpersonal & listening skills, written & verbal communications skills, and be a catalyst and leader for change. Able to engage and align with variety of stakeholders and customers.  (e.g. Project Team, other disciplines, Engineering Service Providers, Production, etc.). Results driven and able to set own priorities while working independently to deliver upon them. Demonstrated evidence of Enterprise first values and behaviors.
