The purpose of the Trading & Supply (T&S) business is to maximize sustained value creation across commodity markets in support of overarching Shell objectives of material cash generation and a high return on capital.
The Commercial Operations organization includes both ‘run the business capabilities’ covering commercial operations support activities, as well as ‘change the business capabilities’ through enhanced business transformation activities such as a joint data and digital team, project delivery, and Centre of Excellence.
The Trading & Supply T&S Business Controls and Process team will act as a central team holding an integrated view of the cross T&S processes for risk management, providing expertise and capability to support the business with process design, management, and improvement. They will manage the central Line of Defence (LoD1) processes and controls common across T&S for risk management activity, including control design, control testing, and control remediation where an integrated T&S view is required. In addition, they will support the coordination of data and technology initiatives to help sustainably deliver the above.
The team will be initially focused on supporting the implementation of the integrated T&S risk management and control framework, working closely with the LoD2 functions and Business Integration & Assurance Managers (BIAM) Network and is charged with redesigning and simplifying our ways of working to improve internal processes, whilst meeting our regulatory obligations.
What’s the role?
In this role, you will work closely with the process and control teams in each commercial BIAM organization who are accountable for their respective business processes and embedding cross T&S processes and controls.
Provide centralized process and controls support (guided by expertise from a team of LoD2 SMEs) focusing on designing and developing process and control improvements and working closely with the commercial business teams to provide support as they execute them in line with the integrated risk management framework.
Provide expertise and capability to support the business with process design management and improvement.
Manage the LoD 1 processes and controls common across T&S for risk management activity, including control design, control testing and control remediation across the enterprise.
Create a Hydrocarbon Management (HM) process Center of Excellence through the Integrated Support Model.
Support the coordination of data and technology initiatives to help sustainably deliver the above in partnership with LoD2.
Manage the team that provides centralized process and controls support (guided by expertise from a team of LoD2 SMEs) focusing on designing and developing process improvements and working closely with the commercial business teams to execute them in line with the risk management framework.
Manage the Integrated Support Model team, providing a HM process center of excellence. Strengthens systems knowledge and capability to sustainably and efficiently support business requirements as well as systems and change capability.
Maintain integrated process taxonomy & architecture and facilitate process standards.
Design and optimize processes (incl. data & technology advancements), including process improvements and the design and implementation of process metrics / KPIs.
Own cross T&S business applications/processes controls
Work with LoD2 (Risk Type advisers) and BIAMs to complete a comprehensive and holistic Risk Control Assessment (RCA), including the analysis of existing T&S processes and controls to determine the effectiveness of controls and the creation of an impact assessment of potential control failures for cross-business activities.
Work with LoD2 and BIAMs to develop or enhance monitoring of the design and operating effectiveness of the key controls across the cross-business activity. Monitoring will include reviewing key indicators, testing, and conducting thematic reviews.
Lead internal process and control reviews for central LoD1 processes and controls common across T&S, including procedure testing, establishing test plans and test scripts, providing remediation recommendations, and providing feedback and reporting to the Trading and Supply Leadership Team.
Work with Compliance (and Risk Type Advisers) to identify new cross-business regulatory risks and integrate regulatory controls and monitoring into the overall risk monitoring plan.
Assist in the coordination of control design, monitoring, and testing by Shell Internal Audit, external regulators, external auditors, and other internal compliance and risk teams.
Document, monitor, and report progress of remedial actions for issues within the scope of the role identified through self-testing and by others, including Internal Audit, Compliance, regulators, and Management Self-Identified issues and qualifications.
Deliver and supports automation and initiatives with the data and digital team and IT to improve the efficiency of cross-business processes and controls.
What we need from you?
We’re keen on hearing from individuals who have deep experience in working in either a 1st or 2nd line risk management function with strong technical skill-sets particularly focused on Operational Risk and Compliance.
Familiarity with common industry practices for risk including identification/assessment/ monitoring/mitigation/reporting and the applicable regulatory environment for T&S
Proven ability to produce meaningful and insightful MI for key stakeholders on the risk profile of T&S
Experience of having successfully closed complex Control Issues and/or Audit Findings
Able to articulate the business value which comes from strong risk management capabilities
Significant experience in leading control programs, both the design and testing of key business controls.
Experience and successful track record of creating, driving, and delivering complex change programmes and process improvement initiatives. With a strong experience of leading multi-functional and diverse teams.
Should have a good understanding of the purpose of T&S, customer requirements, competitor positions, regulatory constraints, trading strategies, and the mechanics of trading. Including a sound understanding of the commodity value-chains (supply chain management/ operations/economics / contracting): both upstream and downstream of the business.
A Clear understanding of the “three lines of defence” model and segregation of duties for each LOD.
Excellent leadership, communication, stakeholder management, and engagement skills.
Excellent analytical skills and strong strategic problem-solving skills
